Bulk WhatsApp message sender apps vs the official API

Search for a bulk WhatsApp sender and you’ll find extensions and desktop apps that type messages into WhatsApp Web for you. They’re cheap and fast to start, and they’re exactly what WhatsApp’s Terms of Service forbid. When the number behind them gets restricted, so does every customer conversation on it.

The real cost of a ban

Losing the number your customers already have saved, its chat history on that tool, and the trust you built. That’s why we only send through Meta’s official API.

How many WhatsApp messages can you send per day?

Meta doesn’t cap messages; it caps people. Your messaging limit is the number of unique customers your business can start conversations with in a rolling 24 hours. Replies to customers who messaged you first don’t count.

Since October 2025 the limit sits on your business portfolio and is shared by all of its numbers, so adding more numbers doesn’t add more capacity. Climb the ladder by sending messages people want; a falling quality rating no longer drops you a rung, but it does stop you climbing.

Social Intents reads your current limit, keeps each day’s sends under 90% of it. If a broadcast won’t fit today, the pre-flight check tells you before you send. Plans add a monthly allowance: 2,000 / 10,000 / 50,000 broadcast recipients on Basic / Pro / Business.

Meta messaging limits as of November 2026. Meta can change these rules.

  1. L5

    Unlimited per 24 hours

No daily cap on unique customers

  2. L4

    100,000 per 24 hours

Same rule; Meta reviews and raises the limit within about 6 hours

  3. L3

    10,000 per 24 hours

Automatic once you use half your limit over 7 days with high-quality messages

  4. L2

    2,000 per 24 hours

Verify your business, or deliver 2,000 high-quality templates to unique people within 30 days

  5. L1

    250 per 24 hours

How to send a bulk WhatsApp message in 5 steps

From a spreadsheet of opted-in customers to a tracked campaign, without a single unofficial tool.

  1. 1

Connect your number to the WhatsApp Business API

Start a free trial and connect your WhatsApp number through Meta’s Embedded Signup. If you already use the WhatsApp Business app, coexistence keeps it working on your phone.

  2. 2

    Import your opted-in contacts

Upload a CSV with names, phone numbers and tags, choose a default country for numbers without a country code, and record how these people opted in. Existing contacts are matched and updated, not duplicated.

  3. 3

    Choose an approved template

Pick an approved template, or start from one of 90 ready-made templates and submit it to Meta. Map variables like the first name to contact fields, with a fallback for anyone missing a value.

  4. 4

Check reach and schedule inside quiet hours

The Reach card shows who will receive the message and why anyone is skipped, plus the estimated Meta cost. Send a test to yourself, then send now or schedule it within quiet hours (9 AM to 8 PM by default).

  5. 5

Send, track replies and follow up

Watch delivered, read and replied counts per recipient. Replies land in Slack, Microsoft Teams, Google Chat or the inbox, and one click turns “read, didn’t reply” into your next audience.

Send a mass WhatsApp message that still feels one-to-one

A WhatsApp blast arrives as a private chat from your business, never a group, so recipients can’t see each other. Variables make each one personal: first name, company, city and more, each with a fallback for anyone you don’t know well yet.

  • Missing values are caught in the pre-flight check, not after sending
  • Replies come back as individual conversations your team can answer
  • Dynamic button links can be filled from a contact field too

6 ways to keep your quality rating high

Meta rates every number on how recipients react. High quality is what unlocks bigger limits, so these habits pay off twice.

Only message people who opted in

Consent is the single biggest factor in quality. Record where every opt-in came from, and never import a bought or scraped list.

Segment instead of blasting

A smaller, relevant audience beats a big, indifferent one. Use tags, country and past engagement to choose who hears what.

Space your messages out

Too many promotions in a row drives blocks. The frequency guard skips anyone you sent marketing to recently.

Send at sensible hours

A 6 a.m. promotion is a fast way to get reported. Quiet hours hold messages until the recipient’s window opens.

Make leaving easy

Add “Reply STOP to opt out” to marketing templates. Opting out is better for your quality rating than a block.

Ramp up gradually

Start with your most engaged contacts, watch the quality rating, then widen the audience as Meta raises your limit.

What does it cost to send bulk WhatsApp messages?

Meta charges per delivered template, by category and recipient country, and bills it to your own WhatsApp Business Account with no markup. Add your flat plan, from $69/month billed annually with unlimited agents.

The formula

Delivered messages×Meta rate+Your plan

The Meta rate depends on the template category (Marketing, Utility or Authentication) and the recipient’s country. Failed and skipped messages aren’t charged.

Bulk WhatsApp messaging FAQ

Legality, limits, bans, opt-in, cost and personalization.

Is bulk WhatsApp messaging legal?

Yes, when you do it through the official WhatsApp Business Platform, message only people who opted in, use approved templates, and honor opt-outs, alongside your local privacy and marketing laws. What WhatsApp’s Terms of Service prohibit is bulk or automated messaging through unauthorized means, such as modified apps or tools that automate WhatsApp Web.

Is Social Intents an official WhatsApp provider?

Yes. Social Intents is a Meta Tech Provider: you connect your number through Meta’s Embedded Signup, and messages go through the official WhatsApp Business Platform (Cloud API). Meta bills message fees to your own WhatsApp Business Account.

How many bulk WhatsApp messages can I send per day?

Meta’s messaging limit sets how many unique people your business can start conversations with in a rolling 24 hours: 250 for new business portfolios, then 2,000, 10,000, 100,000 or unlimited as of November 2026. The limit is shared by every number in your portfolio. Social Intents keeps each day’s sends under 90% of it, and plans include 2,000 (Basic), 10,000 (Pro) or 50,000 (Business) broadcast recipients a month.

Will sending bulk WhatsApp messages get my number banned?

Not if you stay on the official API and message people who want to hear from you. Bans and restrictions usually follow unofficial sender tools, or lots of people blocking and reporting your messages. Social Intents only sends broadcasts to contacts with consent, processes STOP replies automatically, warns you when your quality rating is low, and pauses a broadcast if Meta pauses your template or flags spam.

Do recipients need to opt in to bulk WhatsApp messages?

Yes. WhatsApp requires opt-in before a business sends someone a business-initiated message. Social Intents stores each contact’s WhatsApp consent with its source and date, lets people opt in by sending a keyword such as JOIN, and asks how people opted in when you import a list.

How much does it cost to send bulk WhatsApp messages?

Meta charges per delivered template message, by category (Marketing, Utility or Authentication) and the recipient’s country, and bills it to your own WhatsApp Business Account with no markup from us. Your Social Intents plan is separate: from $69/month billed annually with unlimited agents. Use the pricing calculator to estimate a send before you schedule it.

Can I personalize bulk WhatsApp messages?

Yes. Template variables can pull a contact’s first name, last name, company, city, email or phone number, each with a fallback such as “there”. If a contact is missing a value and there’s no fallback, the pre-flight check catches it before anything is sent.

Can I send bulk WhatsApp messages to US numbers?

Utility and Authentication templates still deliver to US (+1) numbers, but Meta hasn’t delivered Marketing templates to them since April 1, 2025, with no end date announced as of November 2026. Social Intents flags those contacts before sending and can send an SMS through your Twilio number to the ones who opted in to texts.
